Dr. John Baker is 21PSTEM’s Vice President of Operations. Dr. Baker also serves as the Assistant Project Director for the STEM Teacher Education and School Strengthening Activity (STESSA) Project, where he supports the work of the project through coordination with our many implementation partners in the US and Egypt.
Dr. Baker is celebrating his 10th year working at 21PSTEM in 2020. Over the past ten years, he has contributed to many of 21PSTEM’s research and development projects. For the Egyptian STEM School Project (ESSP, formerly Education Consortium for the Advancement of STEM in Egypt (ECASE)), he codirected project activities related to assessment design and scoring and worked directly with teachers, principals, and the Egyptian Ministry of Education to develop and implement a new assessment system in secondary education. For the Instability in Education Systems, Randomized Controlled Trials, and Children’s Achievement (NSF PRIME grant), he analyzed teacher movement data in support of a reconceptualization of how teacher (in)stability is understood and measured. For the 21st Century Center for Research and Development in Cognition and Science Instruction (Cog Sci Center) he shared responsibility for data collection and validation, managed communication between implementation and analysis teams, and researched teacher attrition. For the Math Science Partnership of Greater Philadelphia (MSPGP), he shared responsibility for collection, validation, and analysis of data from participating districts and researched school district expenditures in Pennsylvania.
Dr. Baker’s background in mathematics education and learning theory, and his research interests are at the intersection of these fields in out-of-school time, with a focus on equity in education. He brings expertise in qualitative and quantitative research methods, psychometrics, program evaluation, and survey design. He is a former high school mathematics teacher.
